Keynote Speaker

Dr. Herman Franssen has been appointed Senior Director and member of the Executive Committee of the Energy Intelligence Group. He is also President of International Energy Associates, Inc, a consulting company that provides economic analysis, conducts political risk assessments and assists companies in
establishing relationships with industry and governments. He is a Distinguished Associate with Fesharaki & Associates and an associate with GDP Associates in New York and Middle East Consultants (MEC) in London. Dr. Franssen is an Adjunct
Scholar with the Middle East Institute and a Senior Fellow with CSIS in Washington, DC and a Visiting Fellow with CGES in London.

Prior to establishing International Energy Associates Inc in 1996, he was the Senior Economic Advisor to the Minister of Petroleum and Minerals in Oman (1985-1996). In this capacity he helped form the group of Independent Oil Exporting Countries (IPEC) and acted as a principal liaison of the Oman Ministry
of Petroleum with OPEC and the oil consuming countries.

Dr. Franssen was Chief Economist of the International Energy Agency in Paris (1980-1985) and was responsible for the first major World Energy Outlook of the organization. Before joining the IEA, he was Director of the Office of International Market Analysis at the US Department of Energy and prior to
joining the Executive Branch of the US government, he was a Specialist in Science, Technology and Energy at the US Congressional Research Service.

Dr. Franssen studied at the University of Amsterdam, received a BA from Macalester College in St. Paul, Minnesota and an M.A., M.A.L.D. and Ph,D. from the Fletcher School of Law and Diplomacy in Medford, Massachusetts.

He has written numerous reports and articles on energy markets, energy policy and the impact of geopolitical developments on energy markets. He is on the board of several North American and European energy publications.
